As from our experience to provide HR Management System in government sector in which the characteristic is different from private sector in various factors. Government Sector officers perform their functions under rules and regulations, and be strictly performed. Because of its own hierarchy or organizational structure, the command must be important, be normally practiced, and be used as the references. Furthermore, the main objective of government and other public sectors entities is non-profit organization so they perform many different types of tasks of great importance to the citizen and ensure every day a high level of quality in each task they carry out. HR in government sector is rather different, for example the organization chart will be displayed as referred in Code Number of the officers. Such Code numbers are really important and will be used for recruiting, hiring, or transfer processes. If more staffs are required in the structure, it will be needed to create new Code Number because their salaries will rely on the government budget in current fiscal year.
Moreover, the type of employees is varied. There are permanent employee, temporary employee, project employee, etc. with different sources of income and different types. Above from their salaries, they are able to receive other remunerations such as full compensation, special remuneration, position allowance, special compensation, annual bonus and any others depending on the policy of each organization. Special remunerations are sometimes paid from off-cycle payroll process.
For the government welfare and benefit system that always refer to the welfare standard practice from the Comptroller General's Department, Ministry of Finance in which policy and operating system are much more complex than other sectors. Also, welfare system provided between different group is more or less different.
